Javascript, Ajax & PHP is your best bet, before vying for a free-host bear in mind you can host your own site from your own PC using Apache with mod_security patch and if you run it in a Chroot environment if some skiddy hacks your page's then they have broken into nothing more than a Chroot jail cell.

Also by using a free DNS re-direct like no-ip.com you can have any name you like, for ex: www.1337.labs and your IP will redirect them to your box. It's also easier to run server side scripts that your free-web hosting provider might not allow. IE: Uploaders, Hooks, Redirects & Browser Hacks.

PHP definately ... www.phpbb.com is quite good.
Many a free open source mods avail too.

i aggree if you want to make a site go to website builder service with templates made in php and just customise those you will probely have better looking results and better security if you do decide to code it out on your own do not use jquery to scan for deathquote(') use the mysql real escape string jquery has major vulnerabilities

i'd have to say go with something prebuilt you can use for now, but get something where you can buy/get the source later if you want to get in deep and make your own custom mods. That's what we did with this forum.

Yeah I would definately go for a pre-built CMS and then download any mods that you might need.

http://www.phpizabi.net/ is a popular choice for people looking to create a myspace-ish community site.

Failing that then check out Xoomla, DotNetNuke or one of the other CMS's of the plethora available

I need your help choosing a language

Say if someone who hasn't done any programming in several years, wants to create an online community site, where people have to pay to join, with an online forum and everything - and he wants to do it himself, and rather quickly (yet secure), what language should he go for?

I was thinking about php or ASP.net, but seriously haven't followed up on anything programming related since 2003 ... any advice is welcome
